You could sabotage the accelerator and the brake.
Or the driver could have been s*** faced or a wreckless, lousy driver who lost control and ended up killing himself in the process.
I was thinking more in terms of the car’s computer and apparently it’s not difficult to hack. Scary.

No need to even touch the vehicle. Sytems like “OnStar” have already been used to slow down or stop stolen cars. They are directly linked to the ECU (the car's brain).
There's no doubt that our spy agencies have the capability to take over the controls of such vehicles. Even the steering can be taken over on fully ‘drive-by-wire’ vehicles.
