It is simple. The majority, those predisposed to p!ss on the states, erroneously relied on Article I Section 4. They twisted it, The Federalist, and ratification debates into incoherent mush.

The minority wrote beautiful rebuttals based on Article I Section 2 Clause 1. Notwithstanding limits imposed by some amendments, the states have complete authority to determine voter qualifications.

This is what happens when Senators consent to federal judges hostile to the 10th Amendment. Thank the 17th.
