I thought that how states conduct elections was one of those rights reserved by the state.
In the past, SCOTUS has re-affirmed this on multiple occasions.
In the opinion it says “how” states conduct elections is a right reserved by the state but not “who” can vote in the elections.

This is the case involving Arizonas requirement that would-be voters provide proof of citizenship before being able to register to vote. Arizonas proof of citizenship requirement is preempted by the federal law requiring that states use the federal voter registration form. Justice Kennedy concurs in part and in judgment. Justices Thomas and Alito both filed dissenting opinions.
The ruling class don’t need no stinkin’ justification!
So then explain how is it constitutional to require voter ID when legally purchasing a gun, which is also my God-given constitutional right?
Proof of that which is already a requirement is a “how”. not a who.

So basically anybody can vote in our elections now.
