"Earned legalization is not amnesty," Ryan said during a forum on immigration sponsored by the National Association of Manufacturers. "I will debate anybody who tries to suggest that these ideas that are moving through Congress are amnesty. They're not. Amnesty is wiping the slate clean and not paying any penalty for having done something wrong."
Ryan pointed to provisions baked into the Senate bill from the beginning that require those in the United States to pay a fine, back taxes, undergo background checks and enter a years-long probationary period before earning citizenship, a process that can take up to 15 years.
"That," Ryan said, "is not amnesty."

Amnesty means receiving the benefit but having to pay a DIFFERENT penalty than the law requires.
In other words, if the beneficiary is not required to pay the penalty prescribed by law, but is given a lesser penalty instead, that is amnesty.
This bill IS amnesty.

Heard that during jury selection this week for the Whitey Bulger trial, it was discovered that an illegal was in the pool of prospects (derived from the voter lists). Gotta wonder how many illegals are not only illegally voting but also illegally serving on juries.
Do not reward illegals with anything! Ever! Send their law breaking backsides back home where they belong, and charge them for the bus ticket!
LVR, I agree with you about Biden;s demeanor, but Ryan played MidWest polite, when he should have thrown it back at Biden and called him out on being a putz and for for flinging false facts.
It was not out of the realm of possibilities that Biden would act this way—it is his MO from way back.
I used to like Paul Ryan. That was back in the day before he went stark raving mad.
How can it not be amnesty when you don’t charge a person with the crime committed, and you let them stay?

No matter how you try to fancy up the terminology, it is still AMNESTY. It grants special privilege to those who broke the law, and in the situation of foreigners coming into the country without green card status, it is AMNESTY.
Why are the GOP committing suicide-by-amnesty?
Even McCain admits the newly legalized foreigners will not vote Republican.
My first question to be debated: Since the federal government under Bambi has decided NOT to prosecute illegals who enter or overstay their visa, plus they decided to selectively NOT enforce laws on the books that they don't like, particularly concerning current immigration laws, why would you trust these same people to enforce border security measures?
