House ignores Obama veto threat, passes first 2014 spending bill (421-4)

The House late Tuesday easily approved the first 2014 spending bill of the year, one that funds military construction and the Department of Veterans Affairs (VA).
The bill found broad support from both parties and passed the House in a 421-4 vote. All four "no" votes came from Democrats, but the vast majority of Democrats voted for it, ignoring a threat that President Obama would veto the bill, passing the measure by a clear veto-proof majority.

I believe it’s a funding bill. I don’t think the divided government is operating under a budget. I think it’s operating under a “let’s just keep funding the government departments so they won’t have to shut down” based on what we’ve been spending on these things.
Even so, either way, a bill doesn’t go directly to the President from the House with no Senate involvement, or vice versa.
I think you might be thinking of this: that a revenue bill is supposed to originate in the House, not the Senate. Key word there is: originate. It would still need to pass both bodies.
After obamacare passed and was called a tax by the Supreme Court, some here jumped straight up and said, but but but a tax can’t originate in the Senate. The ugly truth is Reid pulled a legislative trick. He took a House bill that had passed there and came to the Senate, on something unrelated to obamacare, but with a House number on it, stripped out what came in the bill, and put obamacare in that bill in place of whatever was in it. And called it a House originated bill.
And got away with it.

It goes to the Senate where it can be discussed, amendments added or a complete rewriting and then voted up or down after the Senate alters. If the House stands strong though (in conference committee) the House holds the purse strings and that is our Constitution in a short statement. The House must approve or write in all spending.
