In my opinion, Issa knew this. He and Gowdy were ready as a team.
Question is: "What happens now?"

This is not true. Civil Service employees can be fired where criminal activity is involved. They can be fired for other causes, too, but it is not easy.
It was Gowdy. It also appeared to me that Issa knew what was coming. His 'respect' for her looked like women do in the South all the time. Ever heard, "Oh, how nice!"?

Well it got a little confusing, for everyone.....I think Issa was shocked when he realized what had happened, that her testimony waived her rights. There was whispering and I think Issa mentioned it, but then excused her. Gowdy then got quite vocal said she had waived her rights, that she should be made to stand and testify. Issa abruptly overrode Gowdy and told her to leave the room.
Gowdy should run for Senate in South Carolina so he can kick Sen. Lindsey Graham out of Washington D.C.

Considering how the anointed one operates I wonder who has oversight of the Czars and their networks? How can there ever be possible checks and balances over the informal nameless community organized styled mirror administration that President Obama seems to meet and consult with more frequently than the Senate confirmed or Providentially appointed figureheads presently riding desks in Washington?
A Real investigator and or news reporter needs to get the names of these people so that they may be brought in for questioning as to their roles in this corrupt and criminal enterprise.
As someone else has probably said, Issa asked her a question and she answered. Can’t believe the Republicans have their act together so beautifully. Benghazi was a marvel, with all the right video clips coming up at the right second.

Issa is sharp as a tack. Did you hear him correct that congresswoman who thought contributions to 501c4s were tax-deductible?
They need to get their act together after the surprise speech. Possibly Plan A was to ask her certain questions, expecting the 5th for each one, since she had announced beforehand she would be taking the 5th. Now, after the speech and the answering of Issa’s question, Plan B may require different questions.
I think Lerner was being "too smart by half" with her statements and that she has been set up for a "Rope-A-Dope".
You cannot make self-serving statements under oath and then refuse to testify, asserting 5th Amendment protection.
Day v. Boston Edison Co., 150 F.R.D. 16, 21 (D.Mass. 1993):
There is no question but that the privilege against self-incrimination can be waived, not only explicitly but also implicitly by failing to assert it. Thus if a witness who is compelled to testify,does, in fact, testify and during testimony reveals information instead of claiming the privilege,the witness can be said to have waived the privilege as to the information disclosed."
Lerner made statements prior to invoking 5th Amendment privilege and can be compelled to testify on those statements.
Yesterday, under oath, Lerner said:
I have not done anything wrong. I have not broken any laws, I have not violated any IRS rules or regulations and I have not provided false information to this or any other congressional committee.
So, Issa should subpoena her to reappear and to question her on those statements. If she answers, and it is found that she lied in her statements, she is open to perjury.
If she asserts 5th Amendment privilege and refuses to answer, she opens herself up for Contempt of Congress charges. Congress can also still find that she lied to them, even if she doesn't testify.
FYI: Rita Lavelle [Reagan EPA Official] was indicted for lying to Congress, convicted, served 6 months in prison, 5 years probation, and a $10,000 fine.
Something a LOT more. Complete repeal of 922 from the USC and the repeal of all State/local/home rule laws forbidding the simple ownership and carrying of personal armaments by those of us not currently subject to incarceration or commitment order.
Then we’d be back in-line with the original intent of the Second Amendment.

In this case, Contempt of Congress is officially done by resolution, passed by majority vote of the House of Representatives.
Lindsey Graham was one of the Clinton Impeachment prosecutors, very conservative. He was likely castrated shortly after the Senate vote.
The Czars! How right you are. That bunch are the ones hiding below the surface who are really running the executive branch. Root them out, expose them to the hot glare of the klieg lights, then we’ll start getting to the rot at the center of all these scandals.
