Have you ever seen a holster for a pistol that leaves the trigger exposed? I havent!Not a modern police holster, but I have one from the 30's that you had to insert your finger through the trigger guard and depress a catch before you could draw. It didn't catch on for some reason.

That particular holster was called “The Emasculator”. Others referred to it as “The Barney Fife”.

Talking about unusual holsters, I think the Sovs had one for the Makarov that was open in the front and slit all the way down the side. You pushed it out the front with your palm on the grip, and the holster cycled the slide to chamber a round. I think the trigger was still covered while it was holstered, though.
