Bush really thought that by being very neutral and appointing people to (theoretically) non-political posts without regard to their party affiliation, he would be doing the right thing and would also gain the affection of the Dems.
The first problem is that the Dems didn’t care, because to them the whole thing is not about the country but about politics. In the second place, it’s that no Dem is ever, ever “non-political.” To the left, it’s all about politics, 24/7/365.
The lib plan of infiltration was made easier by Dem appointees to be “bi-partisan”.

His stupidest move. (Reminds me of people here who believe they can trust Big Media without question as long as it’s not overtly politically oriented). It cost plenty of US lives. Lots of leaks, Al Q seemed to be able to walk into any HQ they wanted and kill Americans.
Back then, American military deaths weren’t laundered and buried like now, they were on the front pages — every day.
