They might be able to hinder geting the printed plastic guns but they’re several hundred years too late to stop people from making them the old fashioned way.
In fact, with modern material and a little common sense, home made guns are probably safer than the expert manufactured guns of the early days.

Most people who are interested will build their own.
Just about any CNC platform can be converted to a 3d printer.
The designs for print heads and entire machines are many, with completed parts available on ebay for quite some time now.

I have a makerbot cupcake. The most amazing thing to me about it is the fact that it could have been built 25 years ago. It's all hardware store stuff. The magic is in the CAD software, the software that renders models into G-codes, and the modern computers need to run that software. Unless they outlaw laptops, they are not going to be able to control it.
