Actually, it means that advocating and practice of sodomy is just fine with this administration but objecting to it as a sin and denouncing it on the basis of religious faith/belief will be treated as a violation of the UCMJ.

Well said! Basically, denigrating sodomy, even though it remains illegal under the UCMJ, is now thought of as hateful.
