Well it was going to happen sooner or later, the last two Islamic terrorist attacks failed only because the terrorist goofed up.
The Obama administration clearly did not learn from its mistake and is too busy chasing down political enemies to label as potential terrorist to pay attention to the very real Islamic kind.
I'm no expert, but it looks like the bombs were designed to inflict near-ground level injuries, which ensures children and adults will be injured--as well as injuries to the lower extremities of runners, which is more insidious when you think about it.
The victim whose legs were shattered may have been standing fairly close to the blast.
Sometimes the construction and materials used in the detonator can provide insight as to who is behind the bombing, as can the explosives used. TATP is a jihadi favorite (AKA: "Mother of Satan"), but it tends to degrade over time, and older stock might not go off at all.

Obama is too busy coddling up to the likes of Castro loving Beyonce & JayZ, playing golf with Tiger Woods, jive jamming in the WH, taking a vacation every other week, destroying the USA economy and country!!! Did you hear his remarks this evening. Called what happened in Boston, a tragedy!!! It was no tragedy, it was an open terrorist attack & slaughter of American innocents. Obama, once again, would not or could not use the word terrorist. He is truly Satan...as depicted in the miniseries, “the Bible”!!! America, wake up, Impeach Obama.
If they don't get pressure from the little people, they can't, and if the dignitaries get killed, that doesn't pull the same kind of press as grandmas and kids.
The aspect which makes it "terror" is that it could happen to anyone, anywhere, not just an 'official', otherwise, the ordinary folks have little to worry about except steering clear of pols looking for a photo op.
That just doesn't result in the same political effect, because the next law to come down the pike stripping the masses of their rights (while protecting the elite) won't be greeted as favorably by the people as a law the frightened populace clamors for.
A few years back there was a chap who tried to get into a football game in Norman Oklahoma, but wouldn't let the folks search his backpack. He left the stadium proper and sat down on a park bench and blew up...(may have been detonated by a 'handler', too).

This isn’t even remotely similar to Bengazi. It happened on our soil. It wasn’t a mob action, it was a bomb (two in fact). There were unexploded bombs found. There is plenty of evidence.
