The expression was used in my youth to describe anyone who had come into a sum of money and lavishly and foolishly spent it on things which were of little value to their protracted survival, regardless of other factors.
It was superseded by the less controversial expression "nouveaux riche", but that, semantically, more aptly described a class of newly monied social climbers who confused the (often questionable and overstated) trappings of wealth with class.
How about “misplaced irrational exuberance”?
There is a huge disconnect between how the Obamas live and the talk they talk.

Our military cut to the bone, yet Biden spending $600,000 on one night in Paris. A vacation a month for the First Ghetto Family, yet hundreds of thousands of dedicated DoD employees having their paychecks raided via furlough (even if the days are reduced, middle class families being enviscerated while the Obamas and Bidens party).
I am sick of all of them.
Having not seen the comment, being up early due to unfortunate episodic explosive diarrhea—yes I know: “Thanks for sharing that, td”—and being an Okie myself, I can only surmise that the opprobrious expression was some variant of: ‘African-American affluent.’

In many pictures, he has his head tilted back, so as to give the impression that he always looks down on people. Or his expression is stern and dour. That is not the attitude of someone who cares about people; it is the attitude of someone who thinks he is better than everyone else.
Contrast that to pictures of George Bush. He leans over to put himself at the level of whomever he is talking to, and he looks directly at them. His entire body language conveys genuine care for other people. George Bush shows a range of emotions in his pictures; you would think that emotion based voters would fall all over him and shun someone like Obama.
The difference, of course, is the press, with their constant coloring of the truth to advance their agenda.

Contrast Barack Obama with Pope Francis. The new pope lives in a modest apartment in a complex with other priests, takes his meals with them and frequently cooks himself, uses public transportation and unmarked vehicles...
Boehner looks like the head nerd on the Big Bank show.

They have no class, therefore, they have no shame.
The media has painted a picture that the economy has recovered and thus, they’re taking vacations just like the rest of us...and, on our side, you don’t hear any of our sens or HRs even bemoaning their vacations. It is frustrating.
One hopeful thing is if you read the comments below small town or even big city mags/rags/internet newspapers, where you expect only big city liberals to respond, you see a lot of comments of pissed off people...
Me hopes they rise up.
When you are in the Soros-back pocket you can afford anything.
And remember the taxpayer picks up anything related to security, like transportation.
I wonder whether he is taunting the populace, daring them to take a “potshot” so his administration can clamp down martial law?
Really, I think we can expect this kind of behavior.
Just think of every (culturally) black democrat politician that’s been in the news.
Graft, cronyism, and self-dealing seem to be a cultural norm.
And when that politician achieves the office of president,
the ability to perform all these tendencies is greatly magnified.
