The Department of Homeland Security responded Friday to questions from Rep. Tim Huelskamp, R-Kan., about why the agency was allegedly planning to buy some 1.6 billion rounds of ammunition over the next five years.
DHS told Whispers it regularly fills all of its goods and services requirements at one time because it's cheaper for the agency, and that the 1.6 billion number was misleading because the language of DHS's purchase said it would need "up to" a certain amount.
One solicitation by the agencyfor training centers and law enforcement personnelwas for "up to" 750 million rounds of training ammunition over the next five years, DHS spokesman Peter Boogaard told Whispers.

Another five-year contract allows for the purchase of "up to" 450 million rounds of ammunition, he said, and was also for law enforcement. Boogaard noted that the contract would be used by all DHS agencies except the Coast Guard.

OH, I see, This is just a John Kerry Christmas in Cambodia moment.
I know that they consolidated a bunch of agencies into the DHS umbrella. DHS only constitutes a portion of the federal agents employed.
I’d like to know, why in the hell there are 100,000 of them. Not counting FBI, DEA, US Marshals, etc etc.

I heard an explanation that someone mistook a quantity of “1600M” to mean 1,600 million as is conventionally used whereas in government accounting speak it mean 1,600 of some kind of conventional unit such as boxes or cases. No confirmation, so I’m skeptical.
Because there really is nothing out there, and the whole thing is so absurd that nobody had thought to actually care about it, until some people who don’t understand federal procurement got it in their heads that our government was stocking up on bullets for the zombie apocalypse.
Doesn’t a purchase have to be for a concrete number ? How can the government order “up to” a certain amount over an undefined period ? I don’t know how these things are normally handled, but I am pretty sure it isn’t like that.
The majority of the bullets purchased by the DHS as part of its 2 billion round ammo buying spree were hollow point bullets (one order alone amounted to 450 million of them). Hollow point bullets just happen to be completely unsuitable for training purposes because they cost significantly more money compared to standard firing range bullets. This debunks both the saving money argument and the for training purposes only claim in one fell swoop.

Do you mean the companies of the g-men?
I assume they are sub-contractors and sell to the public?
Ask THEM where the ammo is going.
