According to this writer, what they don't like is moral norms, which come from outside the individual - indeed, outside the State - and apply to everyone, regardless of how any individual feels about them.
The man wants MINIMAL government involvement in deciding how an individual runs his life.
He isn’t saying that there should be no moral judgments at all. He just does not want the government making laws outlawing certain kinds of behavior that does not harm to others (e.g. marijuana ).
Having said that, I don’t think you can ran a society or a country without acknowledging SOME moral norms. It might be influenced by Christian, Muslim or Ayn Randian ideas, but you cannot avoid it.
Moral norms are there for a reason. There is a reason we don’t think incest is a good idea.

I am a libertarian at heart and I know that morals ARE norms. Morality does not exist for a man stranded on a desert island.
But, those moral norms must come from parents, teachers, mentors, priests, ministers, friends and relatives. NOT from the Government!
If there is one thing that I fervently pray for it is that these self-styled “Conservatives” would finally “get” is that the Government is NOT the arbiter of our morals - it never was and it never can be.
So called “Conservatives”, get over it, and take responsibility for your lives!

Libertarians are robotic in their thinking. Apply a rule and keep applying it even when it doesn’t apply.
As far as the drug issue, back about a hundred years ago opiates and cocaine were legal because the harmful effects were not know but when medicine discovered the negative aspects of drugs there were laws passed against drug use.
