Again, you simply leave out the reciprocal consequences of their actions with a hypothetical EMP attack. They are well aware of the hardening our Military has for critical systems and we won't be simply helpless in such an event, and we will be quite capable of annihilating their country if we have the backbone.
If they are getting orders and/or help from China, then what you're really looking at is the jumping off point for the next World War, and likely including the use of Strategic and Tactical Nuclear weapons (whether or not our POTUS likes it, we'll have to retaliate in kind or surrender). To answer your question, NK has crossed a line by both threatening a nuclear attack and developing a nuclear delivery system. The threat should be eliminated because of the extreme asymetrical devastation which NK can inflict with nuclear weapons. We are now risking the deadly mistake of thinking that we can predict the behavior of an unstable child.
And yes in a future scenario NK can be China’s way of destroying a US city without direct responsibility. China should be told that if they don’t eliminate the threat asap we will be doing so.
Attacking NK is the answer? That basically would be declaring war on China, so where will that get us?
If NK attacks us, it’s simply a proxy attack by China, and then where are we?
