Seems a bit “convenient” given the debate status at the capital.

It's a relatively small issue at this point. The governor is going to veto the state budget just passed, legislators are scurrying making deals in the hopes that their pet bills which have survived the committee process get put on calendar for full passage in the House or Senate. These last 48 hours are madness with Saturday morning the worst - if one senator or representative is pissed, he can delay the whole process and legislation that seemed assured of passage dies at noon. And no second chance for two years (next years session is only 30 days and limited to fiscal matters).

The 2ndA impact is secondary to me in NM. I am responsible for environmental issues respective of the SE corner of NM. I’ll follow along on other things regarding your PL. When ENV issues are included in your ping, I’ll be a “honey badger” hunting for good conservative POVs.
