Background checks shouldnt have anything to do with the serial number. All they need is the information required to see if there is a reason to deny the sale.

Same way they do it for liquor. Send in unqualified buyers as an occasional sting.

Now, please describe the scenario when a crime is avoided or detected because a serial number was kept, and would not have been without the serial number recorded.

Please.
