That is because they did not have Head Start.
Say no to testing.

Only ~61% of those entering NYC high schools even graduate. So it's likely that only about 12% of NYC kids can read.

........................”In its defense, the NYC Department of Education said it has raised high school graduation rates by 40 percent over the last seven years. And that the number of students needing remedial courses to do college work has declined slightly by half a percentage point overall”............................
Gee! I wonder if there’s a clue to the problem in that statement?
Thirty nine and one half percent more graduates that don’t have a clue!

I had enough curiosity to teach myself how to read before I got to the 1st grade.
What is wrong with people?

Considering that 18% of New York city voted republican in 2012, my guess is that republicans haven’t been a part of the cause leading to this human tragedy.

So big deal....they don’t need any reading skills, just enough ability to be able to read their Facebook and twitter feeds...
After all...Micky D’s has a picture menu....
What other social skills do you need...?

I am guessing that a Regents’ diploma isn’t required to enter a NY college anymore.

I have an idea, lets set the money given to the schools per student back to where it was that they used to pass a reading test.
It will save Billions!

I and my three children were proficient readers at least a year prior to enrolling in grade one. We are not necessarily a whole lot smarter than the average, but just possibly being nurtured in a family environment was helpful. Government interventions, however well intentioned, are not adequate substitutes.

As of 2012, the NYC school district spent $18,750 per student. In a class of 30 students, the total take is $562,500. What happens to all that money? It certainly isn’t producing much in the way of education, but the free baby-sitting and free food does come in handy.
