Man Claims IRS Agent Coerced Sex by Threatening Tax Penalty

A Fall Creek resident filed a lawsuit against the U.S. Government and an IRS agent that he alledges pressured him into sex by threatening a tax penalty.

The law firm representing Vincent Burroughs filed the suit with the U.S. District Court in Eugene on Jan. 25 "as a result to coersive conduct by Defendant (Dora) Abrahamson", an Internal Revenue Service agent from Cottage Grove.

Burroughs claims that in August of 2011 Abrahamson called him and said he would be audited by the IRS. Burroughs says he didn't know her.

Burroughs says that he had not met Abrahamson before those calls, nor had he heard that he was being audited by the IRS.

"She was sending me texts that she wanted to come out, give me massages because she needed to help me relax," Burroughs said in a phone interview with KVAL News.

Over the next two months, Burroughs alledges that Abrahamson sent him several flirtatious text messages - offering to give massages, asking to meet him, and sending racy photos of herself to his cell phone.

"She said she knew more than my mother knew about me," said Burroughs.

In the lawsuit, Burroughs says in September 2011 Abrahamson came to his home wearing provocative attire.

"Next thing I know, she's at my gate, honking...so I opened my gate, she came into my property dressed exactly like she texted me," Burroughs said.

The lawsuit states: "She said that she could impose no penalty, or a 40% penalty, and that if he would give her what she wanted, she would give him what she needed."

As a result, Burroughs had sex with Abrahamson in his home that night.

In the lawsuit, Burroughs says he was "sexually harassed and intimidated."

Officials with the IRS were not available for comment when KVAL News called them on Friday.

Burroughs is seeking restitution from the U.S. governemt for the IRS's part in employing Abrahamson and not properly enforcing their rules involving the privacy act.

Back in 2007, there was a proposal that IRS agents be given the green light on using waterboarding in some tax audits of taxpayers suspected of hiding income. However, at that time, waterboarding was deemed to be not torture. When waterboarding became viewed as torture, the proposal was dumped.

Ok, this agent was trying to give the tax payer a hard time. If he had a tax preparer, the preparer would have had to go down for the audit.

- we were told of the “Dialing for Dollars” program then – and apparently STILL – a routine practice.

This is the reason to never cooperate with the IRS. Unless you owe them a great deal of money, an agent can reach his dollar quota by going after those tax payers who are more compliant.

Just ignore their letters, and they go away. Until you are personally served with court papers, it's just negotiating and that does not mean you have to talk to them.

Nothing new, We have been told for years that, in the old South, slaves were considered sexual livestock.

This story just shows the IRS has the same viewpoint about their slaves.
