ALBANY (CBSNewYork) – The New York State Legislature was poised Monday night to pass the first gun control measure following the Newtown school massacre. This as the vice president was set to unveil federal proposals to end gun violence on Tuesday.
Albany lawmakers have reportedly ironed out the kinks, allowing them to enact new gun control measures in the wake of the Sandy Hook Elementary School mass shooting. Assuming the new bill passes — it was sent to both house of the Legislature on Monday night — it will turn into the toughest set of gun control laws in the country. ...
The new state legislation will:
* Limit ammunition clips to seven. It’s now 10
* Force gun owners to renew their licenses every five years
* Stiffen penalties for using a gun in the commission of a crime
* Stiffen penalties for bringing a gun on school property
* New restrictions on the assault weapons already owned by New Yorkers
“They will be basically not permitted to be transferred. They will be grandfathered in but not in terms of a transfer. There will be a registry,” Silver said.

Most weapons are NOT used for assault purposes.
They are used for DEFENSE purposes.
And when I refer to any weapons, especially semi-autos, I use the “DR” designation for “Defense Rifle” not “AR.”

The New York State Senate passed their version of the bill - 43 Yays - 18 Nays.
Looking up the Senate roster, several Republicans voted for the bill - mostly on Long Island and downstate.
The Assembly takes up the bill tomorrow.

No. You can use weapons for non-assault purposes, like sport and trick shooting. But they were intended to maim or kill things, which is obvious. Assault is of their essence.
I think their first round of legislation is intended to do away with all but revolvers, which means all semi-auto pistols and rifles.
After Sandy Hook, the orchestrated talking points of the state-run media kept hammering “legally purchased semi-autos.”
Obammie the Commie stated today that he wasn’t coming after our handguns, our shotguns or our rifles. What did he mean by that? He meant non-semi-autos.
I think they will first attempt to eliminate all forms of semi auto pistols and rifles. After that, semi-auto shotguns, then pump-actions.
We will be left with revolvers and double-barrel shotguns.

Gee I don't know is a French knife a tool or a weapon? It’s a tool if I'm cutting carrots but a weapon if a thug is threatening the kitchen crew during a robbery.
Seems even a rifle used to hunt deer would have a hard time being a weapon. Is the deer counter attacking? If so then yes, but taking the deer for food the rifle is like using an effective tool.
Even in the hands of a trained soldier the dreaded black rifle may be used more to defend a position and himself than assault anything.
Chances are good that the vast majority of scary black guns in the hands of Americans might rarely be used only for defense, but most often for entertainment. Serious duty knocking down cans, punching holes in paper and even quickly emptying water filled milk containers.
I think we should call them defense rifles, or maybe just accessories used in shooting sports. Sort of like ski poles or scuba tanks

Senator Ball gave a good speech explaining his no vote. He said it was turning law abiding citizens into criminals and taking away a person’s right to defend themselves. Only one other person spoke against this bill, but I didn’t get her name.
How is that going to help when the shooter goes in planning to kill himself afterward, as many do?
Note that both of the AR15s shown are NOT “assault weapons” as defined in the previous ban. This is because they lack the required items that add up to the points that trigger the definition in the law. For example, they lack a bayonet mount, a flash suppressor and a threaded barrel at the muzzle.
