What does “developmentally disabled” mean?

As a former teacher of truly special ed children, developmentally disabled became a kind of hodgepodge of ailments, most usually applied to boys who couldn't sit still or concentrate or play nicely and really really needed medication because their families/teachers couldn't handle them and their rowdy behaviors.

Sorry about the rant, but I have a real sore spot about that term and how it was used to zone out our boys and lead them from an early age into our drug culture.
