In a nutshell, the main thought process in the Obama Admin was,

1. "We are in the middle of a campaign. How will this make us look if we send in help and they wind up like Desert One or Blackhawk Down?"

2. "How many people will we lose if we don't send help? Oh. Is that all?"

3. "Well, we can't blame it on Al Qaeda, what can we blame it on?"

4. "Somebody get on the internet and see if there is an anti-muslim video, screed, Koran burning, anything that could be blamed for this."

IIRC, the Cairo embassy screwed up and sent out an apology message about the video tape before the tape's existence was announced and the protests hadn't started yet. I wouldn't be surprised if the Arab Spring flash mobs get their marching orders from Zippy's regime.
