perhaps officials were “bureaucratic and unwilling to respond promptly to a threat report.” Like when W. was unwilling to respond promptly to that threat report screaming “Bin Laden Determined to Strike in U.S.”?

Should somebody tell Ms. Dowdy that there was a specific report about a specific building in a specific place on a specific date in the Benghazi reports, but W. had a general warning about an unspecified event in the whole country at some point?
