Bush released or “transferred” this guy after a lawsuit filed on behalf of Gitmo prisoners...by Eric Holder’s lawfirm.
And the government of Libya with whom the agreement was made has entirely changed since that time, thanks to Obama.

Bush didnt release Qumu, he transferred him. LIBYA released him.Bush released him from *our* custody and control. I wonder what made Bush feel he could trust that lying, murdering, untrustworty terrorist Ghadaffi? Maybe he looked into his soul....

On the other hand, this really is Bushs fault, since it happened in 2007. BHO was opposed to shutting down Gitmo and said so many times./s But Obama was surely President elect...I'm betting that the President elect has a great amount of influence over a lame duck President..

Sufyan Ben Qumu (whose name has also been transliterated as Sofiane Ibrahim Gammu) was transferred from US custody to Libya in 2007. Levinson reports that Qumu, who was imprisoned in Libya after his transfer from Guantanamo, was released by Qaddafi's regime as part of its reconciliation effort with Islamists in 2008. In addition to Mr. Qumu, local residents say the Darnah Brigade is led by Abdul-Hakim al-Hasadi, another Libyan thought to be a militant who was in Afghanistan during the Talibans rule, when Al Qaeda had training camps there. Mr. Qumu did not turn up for a promised interview last week, but Mr. Hasadi did, in crumpled fatigues with a light beard and a lazy left eye, perpetually half-closed. He denied that Mr. Qumu was in his group, recently renamed the Martyrs of Abu Salim Brigade, after a prison in Tripoli where 1,200 inmates were slaughtered in 1996. Two of Mr. Qumus sons are in his brigade, he said. I dont know how to convince everyone that we are not Al Qaeda here, Mr. Hasadi said. Our aim is to topple Qaddafi, he added. I know that you will never believe me, but it is true. For now, Western observers in Benghazi, the temporary rebel capital 180 miles from here, seem content to accept those assurances. Were more worried about Al Qaeda infiltration from outside than the indigenous ones one said. Most of them have a local agenda so they dont present as much as a threat to the West.

I do seem to remember that the courts were ordering Bush to release prisoners. So he was looking for places to send them in response to court orders. Don’t know for sure if that includes Qumu but it makes sense.
The Dems of course were demanding that we close Gitmo, right up until the moment they were in the White House. I do remember also that Holder’s claim to fame among others is the fact that his firm was behind the lawsuits forcing release of the prisoners. He brought a bunch of the lawyers who worked on the project with him into the Justice Department too. Again, I wonder when we trace it back if we’ll find that Qumu was one of the ones Holder got released.
Of course, old news reports show that Qumu was one of the guys leading O’s overthrow of Khadaffi, so thats interesting. In any case, these guys would never have been released in the numbers they were had it not been for court pressure to do so.
