Washington: The US National Security Archive has fully declassified the most controversial nuclear policy document of the Cold War, the Presidential Directive 59 (PD-59) http://timesofindia.indiatimes.com/topic/Presidential-Directive-59 , which focused on a possible nuclear war with the Soviet Union.
The full text of the document, available on the US National Security Archive page at George Washington University's website, provides insights about the thinking of key US officials about the state of nuclear planning and the possible progression of events should war break out.
In a surprising reverse from previous policies, PD-59 called for pre-planned nuclear strike options and capabilities for rapid development of target plans against such key target categories as "military and control targets," including nuclear forces, command and control, stationary and mobile military forces, and industrial facilities that supported the military.
A key element of PD-59 was to use high-tech intelligence to find nuclear weapons targets, strike them with "pinpoint" precision, and then assess the damage.
The architects of PD-59 envisioned the possibility of protracted nuclear war with the Soviet Union that avoided escalation to all-out conflict.
The archive's annotation emphasises the fact that the US nuclear doctrine has not been altered much since PD-59 became effective, and "while President Obama has set a nuclear-free world as a policy goal, it is unlikely that nuclear planning arrangements will change significantly in the foreseeable future".
Highly classified for decades, PD-59 was signed in July 1980 by President Jimmy Carter "during a period of heightened Cold War tensions due to the Soviet invasion of Afghanistan, greater instability in the Middle East, and earlier strains over China policy, human rights, the Horn of Africa, and Euromissiles".

Vladimir Putin praised Cold War-era scientists on Thursday for stealing U.S. nuclear secrets so that United States would not be the world's sole atomic power, in comments reflecting his vision of Russia as a counterweight to U.S. power.
Spies with suitcases full of data helped the Soviet Union build its atomic bomb, he told military commanders.
"You know, when the States already had nuclear weapons and the Soviet Union was only building them, we got a significant amount of information through Soviet foreign intelligence channels," Putin said, according to state-run Itar-Tass.
"The were carrying the information away not on microfilm but literally in suitcases. Suitcases!"
Putin's remarks referred to the dawn of the Cold War more than half a century ago, but they echoed a message he has made loud and clear more recently: that the United States needs to be restrained, and Russia is the country to do it.

Obama was talking with Russian President Dmitry Medvedev when neither of them realized that their conversation was being picked up by microphones. Here is what they said:

The specific mention of missile defense is worrisome enough. Mr. Obama has retreated from the missile defense plan that was negotiated with European allies during the George W. Bush administration. Apparently, he is signaling Moscow that he intends to retreat further. The clear implication from the presidents comments is that he cannot tell the American people before the election what he plans to do after the election.
In addition, there is the phrase on all these issues, implying more is at stake than just missile defense.

Section 1227 of the defense law prohibits spending any funds that would be used to give Russian officials access to sensitive missile-defense technology as part of a cooperation agreement without first sending Congress a report identifying the specific secrets, how they'd be used and steps to protect the data from compromise.
The president is required to certify that any technology shared will not be passed on to third parties such as China, North Korea or Iran, that the Russians will not use transferred secrets to develop countermeasures and that the Russians are reciprocating in sharing missile-defense technology.

THe National Security Archives started out (and might still be) a leftist effort to get U.S. intelligence and strategic military planning secrets declassified (to help the Communists, much as Bill Arkin of the Institute for Policy Studies did in his exposes).
George Washington Un. agreed to house their collection in their Library. The US govt had nothing to do with this arrangement.
The NSArchives used Freedom of Information requests to obtain most of these items and possibly searched the official National Archives for additional materials (which would then have to be declassified by a Mandatory Review process).
Let’s say that this NSA saved the Soviet Union a lot of money in obtaining US military secrets and plans.
Remember the picture of Russian ships at the Democrat convention? Well, in the sky above them - as part of the ‘tribute montage - were Turkish fighter jets. I think the ‘tribute’ to American vets was a raised third finger, Check it out:

Barack Obamas childhood mentor, Frank Marshall Davis, a member of the Moscow-controlled Communist Party USA (CPUSA), wrote a poem dedicated to the Soviet Red Army. Smash on, victory-eating Red Army, he declared. He also wrote poems attacking traditional Christianity and the work of Christian missionaries.
The Red Army poem goes beyond hoping for the communists to beat the Nazis in World War II and hails the Soviet revolution. It says:

"through Frank Marshall Davis, Obama had an admitted relationship with someone who was publicly identified as a member of the Communist Party USA (CPUSA). The record shows that Obama was in Hawaii from 1971-1979, where, at some point in time, he developed a close relationship, almost like a son, with Davis, listening to his 'poetry' and getting advice on his career path.
