Why, because someone might get killed? Like 15 people who got shot by a lunatic that NO ONE had the means to stop?
One person with the means, determination, and the will could have limited the slaughter.

People die every day. But to be slaughtered because you’re “not allowed” to fight back is just stupid.

2) Tear gas/smoke grenades going off.
3) Sounds like the shooter was wearing body armor.
