Most annulment fees are. Most diocese only charge a processing fee of a few hundred dollars. Some diocese list these costs on their websites by the way. That’s cheap considering every diocese in the world losses money in terms of costs with annulments.

It is expected that the person seeking an annulment will assist the Tribunal in partially meeting its administrative costs through a fee of $750. Diocese of LaCrosse, Wisconsin:
