If there is a federally regulated “blank” in a job seekers record, the Human Resources manager need only ask the applicant what happened during that “blank.”
Nobody is going to hire a blank slate—better to employ an honest bad person trying to be better.
This policy is also intended to build resentment in minorities of color.

BTW, this (lowering the standards) started 45 years ago with schoool teachers and school integration.
Now you have to hire 'X' number of unqualified Blacks even when there are other qualified people available.
Hard work, dedication, and achievement no longer matter.
Or the employer could just do more hiring for factory positions in China and India and the Equal Employment Opportunity Commission can pound sand. Then they can say they'll hire all the minority Ph.D.s and engineers in their field that they can find.
The strategy seems to work for Apple Computer. Why would any employer in their right mind want to deal with this?
so now, if an employer cares about arrest records they’ll have to base decisions on the group a potential employee belongs too (e.g. race) rather than the background of the specific employee they are interviewing? And the people ordering these limits are admitting that some groups of people have higher arrest records than others. Either their motives aren’t what they claim, or they aren’t thinking (my guess is that they aren’t thinking)
SOLUTION: Just “Circular File” all applicants with Afrocentric names. The drug screen will take care of the rest.

Let me guess. They’ve been using the Secret Service as a test case for this approach for the past few years, and so far it’s working out great.
So criminal background checks are now considered racist?
Eventually what’s going to happen with this insane policy is some newly hired “deserving” ex-con is going to assault or rape or rob another non-deserving employee at his company and Mr non-deserving employee, when they’re released from the hospital is going to be part owner of said company after they win their lawsuits.
On my first real job at Bell Aerospace which, of course, had mostly government contracts, I had to obtain a security clearance before I could be hired. Now, this was just after we stopped using Roman Numerals, well actually late 1960s.
Even back then the government was in the business of racist discrimination as there was a directive for Bell and others to actively seek minorities (at that time there was really on one minority involved) with .... wait for it...... criminal records. WTF?
Bad enough our government was directly involved in racist hiring practices but to give additional points for criminal records was just beyond logic in this universe.
There are so few things government does well it simply points to the brilliance of the Founders who did everything possible to limit its size and power. Too bad we have let them down.
