God through Moses in Deuteronomy was pretty specific about keeping order and keeping evil out of society by removing such elements permanently.
That's the reason why we need a Savior. Jesus didn't die for us because H was so impressed with our lovable goodness. He died for us because we were so incorrigibly sick, selfish, stupid, wicked, and clueless, that He knew that only the most extreme intervention possible would save us.
"For when we were yet helpless, in due time Christ died for the ungodly... God shows his love for us in that while we were still sinners, Christ died for us."
It's as exceptionless as you can get.
