As for what law, probably public exposure. Wouldn’t surprise me if some of these guys leave the blinds open, just so the neighbors can see they’re finally taking serious the complaints about the dirty house.
There is no public exposure inside a private residence unless someone goes out of their way to make it public.

You can't see inside a house during the day regardless of the position of blinds. I doubt that these services are provided outside of 9am to 5pm.
One needs to be a lawyer for this, but today's laws can be interpreted to prohibit anything and to arrest everyone. The government really wants to know what is happening in your bedroom.
One possible defensive move is to claim that the company is run by nudists, and restrictions infringe on their civil rights. I'd think this as a good defense because nudism is perfectly legal in many places, and certainly on private property. San Francisco allows nudism anywhere in the city (not a surprise, though.)
Oddly, TX has no law covering exposure of breasts.
The only aplicable woul dbe a disorderly conduct charge if someone was offended. Even then, it’s a citation, or the person has to go to JP to file it if it does not happen in the presence/view of a peace officer.
Nude is another story, unless there is no public view. Even Nude in public has to have an element of exposure of the actual genitals/anus for the sexual gratification of any person. Tough to prove unless there is masturbation involved.
