As for what law, probably public exposure.

There is no public exposure inside a private residence unless someone goes out of their way to make it public.

Wouldn’t surprise me if some of these guys leave the blinds open

You can't see inside a house during the day regardless of the position of blinds. I doubt that these services are provided outside of 9am to 5pm.

One needs to be a lawyer for this, but today's laws can be interpreted to prohibit anything and to arrest everyone. The government really wants to know what is happening in your bedroom.

One possible defensive move is to claim that the company is run by nudists, and restrictions infringe on their civil rights. I'd think this as a good defense because nudism is perfectly legal in many places, and certainly on private property. San Francisco allows nudism anywhere in the city (not a surprise, though.)

I think you wrongly believe that I think that this should be outlawed. I think what consenting adults do behind closed doors is their business. I think that the laws have drifted so far past the line as to be utterly unreasonable. Defenders of banning this will toss up strawmen arguments that the women are at risk of being raped, or that it could easily become cover for a prostitution ring.

And my response is that it’s far more likely that both of these strawmen are LESS likely. Higher scrutiny will be given to this service, because of the nudity, and that makes prostitution less likely, and really, pretty much only a moron would decide to hire someone to come to their home and rape them. And if that is their goal, they’ll likely go with some illegal cleaning lady who likely won’t report it.

I’m sick and tired of government intrusion into my life.
