I'd think this would be a "revenue enhancement opportunity". Voting cheats could be easily surfaced and then sent notices that they've been discovered, so do they want a full trial with the possibility of many years of imprisonment, or would they like to pay a fine now ~ fines already exist, so it'd be a real offer.

I know the suburban counties in the DC area could make some money this way ~

How about this - if caught double voting, one must pay the past income taxes of both identities? ;)
