I thought that divorce-remarried people were excommunicated from the Catholic Church. Is he permitted to partake of communion because he became a Catholic AFTER he was divorce-remarried?
Sure. And the Catholic Church “annulled” his first marriage too. The one to whom he had kids born. So he could maryy some more.
