He was witnessed twice. Both times the police were involved (the major failure being Schultz in 2002). Both times they failed to prosecute. He was most certainly NOT open about sexually abusing children. He was caught twice by chance. Read the report and see that he did these things late at night or when nobody was around.
He was also caught in a local high school gym by the school’s wrestling coach. Sandusky was lying down on a mat and hugging a boy face to face. Sandusky said he was just practicing some moves with the boy.
The coach, disturbed by what he saw, reported the incident to the school authorities, who in turn notified state authorities.
When McQueary witnessed him it was only 9:30. Not exactly late on a college campus. The campus NEVER contacted the police. In 1998 a mother did. No charges were pressed. An investigation was finally launched in 2009 after a mother went to Child Protective Services. The university did NOTHING to stop Sandusky even though they knew what he was up to.
