Okay everyone...approaching 2:00pm Eastern...ready for the "Big EAS Test"?

There is a piece of audio out there on the internet from the early 70’s when the old Emergency Broadcast System accidentally sent out an alert (not a test) on a Saturday morning.

The tape is of some poor announcer at WOWO radio in Ft. Wayne, Indiana having to break in and announce the alert, having absolutely no idea why it was sent. He proceed to very nervously vamp for 7 1/2 minutes, not knowing if Washington, DC had been destroyed or if the Russkies were about to come parachuting in to Northeast Indiana.

Finally he gets word that the alert was sent in error, to his great relief. I think the original idea of this system was to prevent THAT from ever happening again.

That being said, I still do not trust it in this government’s hands.

I must have been confusing in my post.

It worked fine here too.

Everything went off, then a short time later it all came back on. I live on the Olympic Peninsula.

Monitored: D/FW area AM broadcast (MW) band

Duration: approximately 60 sec

Result:

570 KLIF - SAME Header, followed by carrier only (no sound) for approx 60 sec

660 KSKY - Carrier only (approx 60 sec)

770 KAAM - Carrier only (approx 60 sec)

820 WBAP - [EAS Primary Entry Point (PEP) Station / DFW region Local Primary AM station] SAME Header, followed by approx. 30 sec carrier only, followed by live VO of EAS Test Card, followed by approx. 15 sec carrier only, followed by single, truncated SAME Header

910 KATH - [satellite] Normal programming for approx 30 sec, followed by SAME Header and 853/960 Hz attention signal for approx 60 sec

1080 KRLD - no data

Note: All times are approximate. EAS will be integrated into the Federal Emergency Management Agency's Integrated Public Alert and Warning System (IPAWS) which is being rolled out now.

The Commercial Mobile Alert System (CMAS) will be another part of IPAWS. CMAS is an alerting network designed to disseminate emergency alerts to mobile devices such as cell phones and pagers. CMAS will allow federal agencies to accept and aggregate alerts from the President of the United States, the National Weather Service (NWS) and emergency operations centers, and send the alerts to participating wireless providers who may distribute the alerts to their customers via text messages. The government plans to issue three types of alerts through this system: alerts issued by the president, alerts involving imminent threats to safety of life, and Amber Alerts.

Customers will be automatically signed up to receive CMAS alerts. If they do not want to participate they may opt to block most CMAS messages, however messages issued by the president cannot be blocked under any circumstances.

So you monitored the Dallas/Forth Worth area? You a broadcaster?

According to your report, almost no one heard the actual audio of the test. Yikes.

To be fair, I’m pretty sure CMAS was in development prior to the election of the current president.

I agree with you. However, even a conservative President will want the people to receive an emergency message...if it’s important enough.

That's why we test emergency communications before emergencies happen.

Yes, there was a screwup in that anecdote. Eliminating the notification system outright was not a viable alternative, as there was a comparable chance DC HAD been obliterated.

Government is like fire: dangerous, but beneficial in small controlled amounts. Congress has a Constitutional mandate to establish a system for calling out the militia, and this satisfies that. Yes EBS can be abused, but we're not going to chuck the military just because that can be abused too.

BTW: I'm skittish too.

I monitored it from my car radio. I am no longer a professional broadcaster.

It’s possible that my car was traveling in an area with poor reception during the test. Other listeners in the area may have heard more or less of the test than I did.

I was digging a trench in my backyard the entire time.

My shovel never uttered a sound...and it’s a Craftsman shovel. Better take it back and get a new one ‘cause it’s fer sure broke.

Get this: Just watched a clip from the Portland, Or station KOIN-TV. Apparently, the ENTIRE STATE of Oregon missed the test. The State Primary station at Oregon Public Broadcasting received the alert, but for whatever reason DIDN’T re-transmit the message to the stations that monitor it.

Someone’s gonna get reamed over that one, believe you me.

AND if you remember, Jason Robarts was in the car and the EBS system DID work!
I guess it works in the movies. obama should call in Speilberg, Francis Ford, and special effects to fix it. I’ve been in broadcasting for forty years and feared the government more in our lives with the EAS test. A part of my fear of big brother’s takeover was quelled by this EPIC FAIL... but, truly did we expect it to work? Worse, what if, God forbid, we need this kind of notification... But, look at Canada, they STILL don’t have a National system in effect. Just the province of Alberta has a system cause of the tornado in ‘87.

In Los Angeles at the office on the 25th floor.

TVs [on TW cable] all went out. No sound, no picture. Stayed off for almost 2 hours.

Back on again now.
