..... At this point, people dwelling in this protest area are at an increasingly high risk of contracting some kind of staph infection or some other wonderful contagion common in areas of squalor. Which of course, if contracted, would be the fault of the evil Wall Street gagillionairs.

I am guessing the protesters had a permit. Bill the cost of the cleanup back to the permit holder.
