It is against federal law to offer in-state tuition to illegal aliens. The federal Illegal Immigration Reform and Immigrant Responsibility Act of 1996 prohibits states from providing a postsecondary education benefit to an alien not lawfully present in the United States on the basis of residence unless any U.S. citizen or national is eligible for the same benefit.
Sanctuary cities are also illegal under federal law, but no one is doing anything about it. Do you want to leave it up to the states as well?

12 states allow illegal immigrants to pay in-state tuition. If the federal government isn’t going to take care of it, states have to deal with the issue in the best way they can.

If the feds are not going to do their job, then yes, let the states have a go at dealing with it. Texas, Arizona, they are stuck with the problem. Not for voters in other states to dictate to Texas and Arizona when we elect federal politicos who do nothing.
