"Innocent incompetence" could not have produced a record of 100% wrong decisions. He would have lucked out on a nominal percentage of his actions. For ALL of his actions to be 100% detrimental to the economy is so far beyond belief, the only reasonable conclusion is that his destructive actions were planned and deliberate. See Cloward-Piven.
