“Arm yourselves citizens. You are about to become the most unusual social experiment in history.” (1)

Such is the advice the owner of police blog “Second City Cop” gives to the residents of Rahm Emanuel’s crime ridden city of Chicago.

Months after inheriting a demoralized and shrinking police force from outgoing mayor Richard Daley, Rahm Emanuel has charged newly appointed Police Superintendent Garry McCarthy with slashing $190 million from the Department budget.

Yet during last year’s campaign, Emanuel promised voters he would, “…put 1000 more officers on the beat and erase a more than $635 million city of Chicago budget shortfall without cutting police, raising taxes or using one-time revenues.” (2)

How does he intend to perform these feats of financial legerdemain?

Apparently he’ll start by taking a page from former Mayor Daley’s handbook of chimerical accounting. It was Daley’s habit to authorize and account for certain numbers of police in Chicago’s annual budget and then fail to act on promised hiring, fill vacancies or account for retirements.

In that way, unspent funds were magically turned into “savings!”

Leave it to Rahm to scam taxpayers in exactly the same way. His hand picked Superintendent, Garry McCarthy has announced he will eliminate 1400 police vacancies, saving the city some $93 million.

But Mike Shields, president of Chicago’s Fraternal Order of Police asked the sort of question the Chicago media perpetually refuses to put to liberal politicians: “How does ‘eliminating vacancies’ save $93 million when zero dollars were being spent on the vacant spots in the first place?”

For a real world experiment, the Guru recommends:
1. Literally, decimate the police trough feeder employee rolls.
2. Keep the real detectives and the few dedicated cops.
3. Enact laws allowing the use of lethal force to defend life and/or property.
4. Enact a bounty on violent criminals, but only dead ones.

You betcha, and it has always been that way.

We lived in the rat hole from 1961-65, if one owned a car and worked in Chicago you had to have a city sticker, IIRC it cost one 50 dollars a year. It mattered not if you lived in the city or not, if you worked there and commuted by private vehicle, pay up or be fined up was your choice.

I drove through 2 years ago and there wasn’t an inch of Illinois that wasn’t taxed to the hilt.

And Illinois is just glorified farm land of the plains not like California charm. Extract Chicago from the state and it probably goes conservative in majority.

The way to fix Illinois is to dig a moat around Cook and Sangamon Counties. No one inside these bastions of Donkeydom, liberalism, and stupidity is allowed to leave unless they pay a huge toll and then they get escorted to their destination and back. All services and food and water going into these enclaves get taxed at 100 percent. No laws passed by the idiots living within these boundaries apply outside these boundaries. It will be fun to watch these idiots regulate themselves into oblivion.

Since it is damn near impossible to get a license to even own a gun, let alone carry it, this “cop” is recommending breaking the law.

Nope; as per IL State Constitution:

ART I, SECTION 22. RIGHT TO ARMS Subject only to the police power, the right of the individual citizen to keep and bear arms shall not be infringed.
and the US Constitution:
Amendment II A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Amendment II is written in the passive voice, which makes the actor irrelevant to the action (prohibiting the infringement of of the Right to Keep and Bear Arms). And yes, the Constitution CAN constrain both the State and Federal governments: look at the two prohibitions against Ex Post Facto laws.

Also, if you want to keep it in IL:

ART I, SECTION 20. INDIVIDUAL DIGNITY To promote individual dignity, communications that portray criminality, depravity or lack of virtue in, or that incite violence, hatred, abuse or hostility toward, a person or group of persons by reason of or by reference to religious, racial, ethnic, national or regional affiliation are condemned. (Source: Illinois Constitution.)
Given the racist origin of gun control, all such regulations are themselves communicating something which "that incite[s] violence, hatred, abuse or hostility toward" others based on racial affiliation. (By citing the Mississippi law which stated "no freedman, free negro or mulatto, not in the military service of the United States government, and not licensed so to do by the board of police of his or her county, shall keep or carry fire-arms of any kind, or any ammunition, dirk or bowie knife." the US Supreme court has legally recognized it.)

According to friends who work for the City, this has long been the policy in the entire City government. 5% of each department's annual budget must be returned unspent. A lot of the personnel savings seemed to occur when a position became vacant and wasn't filled for months or years.

I've no idea if any of the departments (the Mayor's Office, maybe?) were exempted.
