The first of which is certainty in what an employee is going to cost tomorrow. Currently doesn't exist and won't until obamacare is repealed or really really fixed.
The second is certainty regarding how returns on investments will be punished tomorrow. The rich and big corporations get pilloried for sitting on cash though they know damn well taking risks with their money bring that inherent risk up front, and why take that risk if your profits will be taxed to oblivion on the back end. Might as well take 2% safe.
