DOn't know what you heard, but here is Ryan's QUOTE about the subject, published on his web site:

"“The Speaker has chosen three excellent Republican members to serve on this Joint Committee in Chairmen Hensarling, Upton and Camp. I asked the Speaker not to consider me for the Joint Committee, because only the Budget Committee can write legislation to reform the budget process. As Budget Committee chairman, my plan has long been to work on this critical issue throughout the fall."

So, either Ryan is lying, or you mis-heard him. I'll leave it to you do decide which of those two options you like better.

Maybe you misheard or he had a change of heart because he clearly had changed his mind by FoxNews Sunday where said he could do more good at the Budget committee and downplayed what this joint committee can accomplish.

Today's statement says he asked not to be considered.
