It's a given that Der Spiegel doesn't like the Tea Party, but that doesn't mean that the writer blames them for Obama's own mistakes.

They might even think that it's the other way around -- that another Democrat in the White House not only would have been able to manage the Tea Party, but even to prevent their becoming a factor.

If they are thinking of Hilary, I am think they are probably wrong. She simply doesn’t have the political gifts of her partner in crime.

They say he was too well-behaved and compromising and eager to please, and hold out the hope that he'll make a comeback, but I can't find the part where they blame his failures on anyone else.

It's a matter of inference. 'Ubama is too nice a man, too willing to see both sides, too willing to listen and compromise... America doesn't deserve such a great man as its president. It is America's fault that Ubama looks like a miserable failure.
