Or this?

And that’s just 2.

You need to read ‘into’ the article a little bit more.

It’s not hard to spot.

It's a given that Der Spiegel doesn't like the Tea Party, but that doesn't mean that the writer blames them for Obama's own mistakes.

They might even think that it's the other way around -- that another Democrat in the White House not only would have been able to manage the Tea Party, but even to prevent their becoming a factor.
