I have a feeling that whoever wrote the original headline was not familiar with the American political terms. Perhaps the draft was ‘Rep. Weiner’, and the person (the editor?) wanted to be clear so s/he changed it into Republican Weiner. I see that the updated version uses ‘Rep. Weiner’.

"Rep. Weiner uncertain whether lewd photo was of him"
They probably figure many liberals will read that as "Republican". Naturally they don't mention Democrat anywhere in the article.
