On Tuesday, May 24, Assembly Bill 1157 passed in the New York Assembly by a 84 to 55 vote. The bill has been delivered to the state Senate and will be considered in the Senate Codes Committee. Introduced by state Assemblyman Michelle Schimel (D-16), A1157 would require all current semi-automatic pistols in production and all newly designed semi-automatic pistols delivered to any licensed firearms dealer in New York to mechanically stamp an alpha-numeric or geometric code that would imprint the make, model and serial number onto the cartridge case when the gun is discharged. This bill would vastly increase the cost of these firearms and will likely result in firearms manufacturers not selling new handguns in New York. Of course, that is the ultimate goal of this legislation. A1157 would also require micro-stamping on all new semi-automatic pistols sold in New York after January 1, 2013 or whenever the State Police receive notification from one or more “micro-stamp job shops” that they can produce micro-stamp structures on two internal surfaces of a semi-automatic pistol for $12 or less, whichever occurs later. Gun control advocates know that micro-stamping is unproven technology, is easily circumvented, and will be very costly to gun owners. Desperate to pass a bill and create a loophole, this legislation would do nothing to safeguard gun owners from the costly, unproven gimmick we know as micro-stamping. Enemies of the Second Amendment are determined to pass New York City Mayor Michael Bloomberg's pet project at any cost. You are 100% correct. Any lawyer worth his salt will use this as “reasonable doubt” to get his scumbag clients off.
Here’s where the manufacturers need to step up to the plate. Take Glock for instance.
1. State publicly that they will not microstamp anything. They simply will not supply any firearms to NY residents OR to NY law enforcement or government agencies. Any weapons that have been microstamped by someone other than Glock instantly void any warranty rights. These weapons will never be touched by Glock or their distributors again.
2. Companies like Glock need to wake up and realize THEY are in the drivers seat. States like NY want their guns.
DON’T SELL TO THEM. Glock should tell their distributors no sales to NY LE or you are cut off. Then go to NYPD and other agencies and inform them they no longer offer any law enforcement sales programs. Then inform them any new law enforcement aquisitions from Glock will be done on a lease agreement with the Glock inc. That way Glock retains ownership of the guns and much greater power over the governments that are killing their business.
This isn’t anything radical. Computer companies, car companies and tons of businesses often lease to government agencies. It can also be much more profitable.
Ronnie Barrett pointed the way but other manufactures are still asleep at the wheel. When states pull this crap, CUT THEM OFF COMPLETELY.
The result, if passed - gun makers will simply stop selling product in New York State. Loss of associated revenue - sales tax, licensing fees, etc. - coupled with the cost of an entire new, and useless bureaucracy, will lead to higher taxes and increased taxpayer flight, with NO increase in crime solution, since criminals will use unstamped guns.
This measure is utterly and absolutely moronic. It is merely a ‘feel good’ bill sought by extremely addled and confused, misguided Utopianists.

What’s to prevent a criminal from policing up his brass at crime scene and dropping some one elses of similar caliber from a gun range.

Myself and a Dremel can remove a microstamping from the chamber of the weapon in just a few minutes. That would be a crime but the people that use weapons in crime, do not give a damn.

If this passes the NRA and other civil rights groups should take the state to federal court to stop it as an infringement on the federal power to regulate interstate commerce.
They can use Holder’s attack on AZ as a model.
The firearms manufactures won’t make a line of pistols for NY only. And even if they do the criminals won’t buy them through the dealers so there won’t be a record.
I’ll be happy to testify in court against the law makers and designers of this technology when the first person gets hurt or worse, killed when this technology fails. Here’s why:
Microstamping technology puts a sharp edged imprint in either the bullet, cartridge case or primer. Being that it is a stamping, it requires the sharp edges to do the imprinting. Two things occur during this process. First is heat. The imprint edges will become very hot after several rounds are fired. This will lead to the gun “cooking off” rounds much faster than it should. Second, the sharp edges of the imprinting face will compromise the integrity of the case and/or primer. This can lead to a catastrophic failure of the gun injuring the person firing the gun, if not killing that person.
This feel good technology is very dangerous and irresponsible. When that first primer is pierced causing an injury, NY is going to be hating life with the justifiable lawsuits it’s going to get slapped with.
My company will not comply with these requirements which means that NY state won’t be eligible to purchase our products.
If We the People are unwilling to fight for our Rights, the sleezy self-serving corrupt politicians are all too happy to take them away - especially THIS one!

“Myself” should not be used as the subject of a sentence.
But you a right. I do not know the details of the microstamping, but it must involve making the firing pin act as a die to stamp tiny numbers on the casing. This could be removed by replacing the firing pin, or just sanding off the engraved die with emery paper.
I would like to see any patents for such a process. It is a stupid idea, and the evidence it would give could be easily faked so as to convict an innocent person.
I think that everyone in NY who know this should write or call their representatives, and explain this. Tell them that if they are dumb enough to support microstamping, they certainly can’t be trusted with any other important state decisions.
And yes, criminals will not obey state gun laws, anyway.
