Depends on what you consider OCR. There's been a pile of confusion on this subject. And there would be no reason to use such a program on this COLB
Bottom line is this doc has so many things wrong with it, it defies logic.
Even if you take a small chunk of text, though, you will still find repeated letters at about the same distribution as the Obama birth certificate. For example, looking at just the first line of the first Korea document (1952-01-03a.pdf), the o's in "South Korea" are identical to the pixel, as are two of the three e's in "revealed."
I still think this is a common occurrence in PDF files of document scans, particularly those that have some enhancement to the text, be it OCR or something else. It's common enough for me to conclude that it is not a sure sign of tampering.

I have no emotional opinion of Trump but I don’t trust him and here is why. I do NOT believe the fake long form surfaced because of Trump. I think Trump was in on it and set it up. I hope I’m wrong, but that whole thing, the way it went down, just seemed the timing was too perfect. I’m not buying it.
I feel exactly the same way however, I don’t trust Trump. First he demanded the long form, it was produced, fake, but produced. Now Trump says fake, the forensic experts battle it out and if Trump is a trojan horse, he concedes says it is real and then what?
If that's the case then I guess 9/11 really was an inside job, after all there's tens of thousands of bratty college kids who can talk you through how a controlled demolition works.

Those Korean pdfs and even the books would be items where a conventional OCR, or some similar variant, would be utilized. Most of the pdfs I found of your example title had been fully OCR converted. But comparing it to Obama’s COLB is apples and bowling balls.
It simply makes no sense after having gone through such absurd steps to insure the COLB arrives to the White House unsullied. They hand it over to some intern hack to scan in using whatever protocol applies to the daily mail. It’d be like me paying max dollars to ship my Lamborghini safely to my doorstep, so I can park it on MLK BL.
If you want to believe that something might/maybe/could happen, IF, this, that, or the other thing also happens, feel free. I for one, am done making excuses for Obama.
I've posted the original scan (the one with the blue background not the certified copy with the green background) multiple times and challenged anybody to reproduce the graphical inconsistencies on that version.
So far no one's been able to do it.

Everyone in the conspiracy theory crowd has been analyzing the certified copy with the green background. The artifacts, aliasing, and layers are a byproduct of a document being scanned into an optimized PDF. National Review even replicated the effect.

School records don't directly prove ineligibility and can be protected by privacy in a way that birth records cannot, IMO.
Trump was acting as though nonexistence of an HI Obama BC was a certainty. That was Trump's Ace in the hole. That is what emboldened him, IMO, but he got trumped or appeared to be trumped. Without his “Ace” he was properly deflated until and unless a BC forgery can be proved in the court of public opinion, and he had no choice but to back off.
Oh, such a “conspiracy theory” to doubt the veracity of the faux documents.
