You are wasting your time on the sequence idea ~ no one knows what the process was or when the sequence numbers were applied ~ pre birth, post birth, maybe weeks later just before filing.

Ordinarily those document numbers simply give a short "name" to the record and usually have nothing to do with dates ~ unless they were doing strange stuff in Hawaii.

That’s not what HDOH Communications Director Janice Okubo says. She says the “date filed” is when the BC was given a number at the state HDOH office.

Argue with her. All I’ve ever wanted is the truth. If she’s not giving us the truth then we have a problem. Would you agree?
