Sadly there is no reason reported just that they havent.I think that many times absentee ballots are not counted unless the election results are close. If they need to be counted their are often specific requirements on the process. I assume that if at the end of the day the poll workers are exhausted or their are not enough they wait till next day.

Here absentee are always counted but provisional are not. Provisional are those without proper ID,or challenged at the time of the vote...Since WI doesn’t require ID, DOn’t know what there state does.
