But not for full time undergraduate degree programs, only graduate school. Did you even bother to read the pdf file you linked to?

According to the pdf, the only Fullbright undergraduate programs available to foreigners are exchange programs for one year or less, as well as some programs that allow them to attend specialized seminars.

The question was whether Fulbright offered programs only for scholars and graduate students or for undergraduates also. That's the only question I was answering as should have been evident by the scope. Also, the question was not whether there were "full time undergraduate degree programs" through Fulbright, simply if Fulbright had programs for undergraduates as well as for graduate students and scholars. It sort of undermines your position to refine your objections in an ad hoc way as your original assertion, which I quoted, is disproved.
