President Obama issued an executive order Friday evening that imposes immediate sanctions on Libyan ruler Muammar al Qaddafi, his sons and his accomplices in the slaughter of civilians. In a letter accompanying the order, Obama declared a national emergency over the situation.
"I have determined that the actions of Colonel Muammar Qaddafi, his government, and close associates, including extreme measures against the people of Libya, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States. The order declares a national emergency to deal with this threat," Obama wrote in the letter to House Speaker John Boehner (R-OH).
The executive order itself condemns the "wanton violence against unarmed associates" perpetrated by Qaddafi, his sons, his government, and his close associates. Effective immediately, all U.S.-based assets of Qaddafi and his four sons are to be frozen and transactions intended to move those assets are prohibited. The order allows the measures to be expanded to include any member of the Libyan government who are determined to be complicit in Qaddafi's brutality.
In a personal statement issued by the White House at the same time as the order, Obama referenced what he called the Libyan government's continued violation of human rights, brutalization of its people, and outrageous threats.
"By any measure, Muammar el-Qaddafi's government has violated international norms and common decency and must be held accountable," the statement read. "We will stand steadfastly with the Libyan people in their demand for universal rights, and a government that is responsive to their aspirations. Their human dignity cannot be denied."

Barry was too busy partying at his White House Motown party to notice Libya. After he finally sobers up today he inexplicably declares a national emergency. A U.S. national emergency? A Libyan national emergency? Seems he thinks he can declare an emergency then go back upstairs for nap. On second thought maybe he hasn’t sobered up yet.
“Does this mean were gonna be moving a carrier into the Med and establish a NATO no-fly zone? (the British certainly cant do it; though the French could move in a carrier I suppose).”
I don’t know. Germany sent three war ships over there a few days ago.

Obama and Napolitano didn’t do anything until now because they thought they were Lesbians. Now that they realize that they are Libyans, they will take action!

Sounds suspicious. Libya's unrest is not a US national emergency. The only national emergency I can imagine is the chorus of suspicion rising about O's relations with Gaddafi.

The National Emergencies Act (50 U.S.C. 1601-1651) is a United States federal law passed in 1976 to stop open-ended states of national emergency and formalize the power of Congress to provide certain checks and balances on the emergency powers of the President. The act sets a limit of two years on states of national emergency. It also imposes certain “procedural formalities” on the President when invoking such powers.
The perceived need for the law arose from the scope and number of laws granting special powers to the executive in times of national emergency (or public danger).
At least two constitutional rights are subject to revocation during a state of emergency:
The right of habeas corpus, under Article 1, Section 9;
The right to a grand jury for members of the National Guard when in actual service, under Fifth Amendment.
In addition, many provisions of statutory law are contingent on a state of national emergency, as many as 500 by one count.[1]
It was due in part to concern that a declaration of “emergency” for one purpose should not invoke every possible executive emergency power that Congress in 1976 passed the National Emergencies Act. Among other provisions, this act requires the President to declare formally a national emergency and to specify the statutory authorities to be used under such a declaration.
